ii) the storm was never considered to be a threat to land by the NHC, or

iii) no-one was here to do the tracking e.g. holidays, work commitments etc.

...Cindy is moving toward the northeast...

At 4 p.m. the center of Tropical Storm Cindy was located near latitude 46.9 north, longitude 34.3 west. Cindy is moving toward the northeast near 29 mph, and this motion is expected to continue with an increase in forward speed until dissipation occurs.

This is the final report for Tropical Storm Cindy.
